JOB SUMMARY

Under the general direction of the County Technical Services Director, the Parks and Grounds Supervisor is responsible for the planning, development, operation, maintenance, and administration of County parks, recreational facilities, open spaces, and recreational programs, in coordination with internal and external groups. The position also serves as the primary manager for the County shooting range and is responsible for its safe operation, maintenance, programming, regulatory compliance, and public use. This position provides leadership and supervision to Parks and Grounds personnel and is responsible for developing and maintaining safe, accessible, attractive, and well-managed recreational facilities for County residents and visitors. The Supervisor develops operational plans and budgets, coordinates maintenance and capital improvement projects, manages staff and resources, works with community organizations and governmental agencies, and ensures that County recreational facilities are operated in a safe and efficient manner. The position requires independent judgment, strong leadership skills, knowledge of park and recreational facility operations, and a commitment to public safety and customer service. Other duties and responsibilities may be assigned.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • PARKS & GROUNDS ADMINISTRATION: Plan, organize, direct, and oversee the operation and maintenance of County parks, recreational facilities, grounds, trails, open spaces, and related recreational amenities. Develop short- and long-range plans for the operation, improvement, expansion, and maintenance of County recreational facilities. Establish work priorities, operational procedures, maintenance schedules, and standards for Parks and Grounds operations. Develop and administer departmental budgets, monitor expenditures, and recommend appropriate use of County resources. Prepare budget requests, operational reports, recommendations, and presentations for the County Commissioners or other designated officials. Identify facility and equipment needs and recommend capital improvement projects, repairs, replacements, and upgrades. Coordinate the planning and implementation of park and grounds improvement projects. Monitor the condition and safety of County recreational facilities and coordinate necessary maintenance and repairs. Develop and implement policies, procedures, rules, and operational guidelines for County parks and recreational facilities. Ensure facilities are maintained in a clean, safe, accessible, and attractive condition. Respond to public questions, concerns, complaints, and requests regarding Parks and Grounds operations.
  • SHOOTING RANGE MANAGEMENT & SAFETY: Manage the daily operation, maintenance, and administration of the County shooting range. Develop, implement, and enforce shooting range rules, standard operating procedures, safety protocols, and user requirements. Ensure the shooting range is operated in a manner that promotes public safety and responsible use. Conduct regular inspections of the shooting range, grounds, equipment, structures, berms, target areas, and safety features. Coordinate routine maintenance, repairs, improvements, and capital projects for the shooting range. Develop procedures for responding to emergencies, accidents, injuries, unsafe conditions, and other incidents. Ensure appropriate incident reporting and documentation is completed and maintained. Coordinate with appropriate County departments, law enforcement agencies, emergency services, regulatory agencies, and other partners regarding shooting range operations and safety. Oversee shooting range officers, volunteers, contractors, and other personnel assigned to range operations. Ensure that employees and volunteers receive appropriate training regarding range operations, safety procedures, customer service, emergency response, and applicable County policies. Monitor public use of the shooting range and take appropriate action to address unsafe behavior or violations of range rules. Coordinate facility reservations, organized events, training activities, competitions, and public programs held at the shooting range. Maintain records relating to range inspections, maintenance, incidents, training, facility use, and other operational activities. Recommend improvements to range operations, facilities, policies, and safety practices.
  • FINANCIAL & RESOURCE MANAGEMENT: Prepare and administer departmental and facility budgets. Monitor revenues and expenditures and ensure appropriate fiscal stewardship. Recommend purchases of equipment, vehicles, tools, supplies, materials, and services. Coordinate procurement activities in accordance with County policies and applicable requirements. Assist in identifying grant opportunities and coordinating grant-funded projects, when applicable. Maintain appropriate inventory and records for County equipment and resources. Ensure County property, equipment, and facilities are properly maintained and safeguarded. Coordinate the use and need of seasonal employees, volunteers, contractors, and community partners.
  • COMMUNITY RELATIONS AND PROGRAM DEVELOPMENT: Develop and maintain productive relationships with County residents, community organizations, recreational groups, governmental agencies, schools, volunteers, and other stakeholders. Promote County parks, recreational facilities, programs, and shooting range opportunities. Assist in the development and implementation of recreational programs, events, educational opportunities, and community activities. Attend public meetings and represent the County on matters related to Parks and Grounds and shooting range operations. Communicate effectively with the public and provide professional and responsive customer service. Encourage responsible recreation, stewardship of County facilities, and compliance with facility rules.
  • SAFETY AND COMPLIANCE: Promote and maintain a strong culture of workplace and public safety. Ensure compliance with applicable federal, state, and local laws, regulations, County policies, and safety requirements. Identify potential hazards and take appropriate corrective action. Ensure appropriate safety equipment, signage, emergency procedures, and operational controls are maintained. Maintain required records, reports, inspections, and documentation. Coordinate with County risk management personnel and other appropriate officials regarding accidents, incidents, claims, and safety concerns.
  • ADDITIONAL DUTIES: May be required to work evenings, weekends, holidays, or irregular hours to support facility operations, special events, emergencies, or seasonal activities. May respond to emergency situations affecting County parks, recreational facilities, or the shooting range. Attend training, professional development activities, and meetings as required. Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES & COMPETENCIES

SUPERVISORY RESPOSIBILITIES: Exercises direct supervision over Parks and Grounds employees, and other employees as assigned.

MINIMUM QUALIFICATIONS

  • Education/Experience: High school diploma, GED, or equivalent. A bachelor's degree in parks and grounds management, public administration, natural resources, business administration, facility management, or a closely related field is preferred. A combination of education, training, and progressively responsible experience in parks and grounds management, facility operations, public administration, maintenance management, shooting range operations, or a related field may be considered.
  • Language Skills: Ability to read and interpret general business periodicals, professional journals, technical procedures, technical specifications, or governmental regulations. Ability to write reports, business correspondence, and specifications. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Attend meetings and make presentations when necessary; serves as a principal planning and development advisor to the County Commissioners, Technical Services Director, and Parks & Recreation Board on all County parks and recreation programs and issues.
  • Mathematical Skills: Ability work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Advanced problem resolution, providing in-depth knowledge of parks and grounds administration.

The successful candidate must have the ability to: Plan, organize, and direct multiple operations and projects; Exercise sound judgment and make independent decisions; Supervise, motivate, and develop employees; Develop and administer budgets; Establish priorities and manage resources effectively; Identify safety hazards and implement appropriate corrective measures; Communicate clearly and professionally, both orally and in writing; Work effectively with elected officials, County employees, government agencies, community organizations, and the public; Enforce facility and shooting range rules professionally and consistently; Respond calmly and effectively during emergencies or challenging situations; Prepare reports, policies, procedures, and recommendations; Operate standard office equipment and computer software; Maintain confidentiality and exercise discretion when appropriate.
  • Certificates, Licenses, Registrations: Valid driver's license required. Ability to obtain and maintain a satisfactory driving record in accordance with County policy. Current first aid and CPR certification, or the ability to obtain certification within a specified period of employment. Shooting range safety or range management certification is preferred or may be required within a specified period of employment, as determined by the Technical Services Director. Additional safety, supervisory, or professional certifications may be required or preferred.

  • This position requires regular work in both office and outdoor environments. The employee may be required to walk over uneven terrain, stand for extended periods, bend, stoop, lift and carry equipment and materials, and perform inspections of parks and recreational facilities.

  • Work at the shooting range may involve exposure to loud noise and other conditions associated with firearms activities. Appropriate personal protective equipment must be used as required.
